In short:

  1. The top three French developers by property development revenue in 2025 are Nexity (€2,326M), Altarea Cogedim (€1,773M) and Bouygues Immobilier (€1,411M), according to Le Moniteur’s 2026 ranking.
  2. Sogeprom, the property development subsidiary of Société Générale founded in 1972, is selling 15 new-build residences in Île-de-France in October 2026, 14 of which are PTZ-eligible, with entry prices from €165,000.
  3. In Val-de-Marne, the entry price recorded at Sogeprom (€179,000 in Chevilly-Larue) is lower than the one recorded at Bouygues Immobilier (€213,901 in Ivry-sur-Seine).
  4. The right developer depends on the project: size and coverage for Nexity, mixed-use urban programmes for Cogedim, customer support for Bouygues Immobilier, entry price and shareholder strength for Sogeprom.

Choosing a property developer in Île-de-France means choosing the company that will build your home, run the construction site for two to three years and hand you the keys. With a VEFA purchase (vente en l’état futur d’achèvement, the French off-plan purchase), payments follow the progress of the works: the developer’s strength therefore matters as much as the programme’s location.

The region accounts for a large share of new housing production in France, and there are many players: major national groups, bank subsidiaries, regional developers. This comparison focuses on four players present across the whole of Île-de-France: Nexity, Cogedim, Bouygues Immobilier and Sogeprom.

How to choose a property developer in Île-de-France

Before comparing names, the criteria need to be set. Five points help decide between two developers in the same area.

  • Financial strength: a developer backed by a solid group limits the risk of a halted construction site. The GFA (garantie financière d’achèvement, the completion guarantee), mandatory for VEFA sales, protects the buyer, but a solid shareholder remains a sign of reliability.
  • The offer actually on sale: number of programmes, available unit types (from studio to 5-room apartment), delivery dates.
  • The entry price: it determines access to new-build housing for first-time buyers, who make up most buyers of main residences.
  • The schemes offered: PTZ (prêt à taux zéro, the French zero-interest loan), TVA 5.5% (reduced 5.5% VAT) in certain neighbourhoods, BRS (bail réel solidaire, a shared-ownership lease), investor schemes (LMNP, the furnished non-professional landlord status; LLI, intermediate rental housing; Jeanbrun, the rental investment tax scheme).
  • Delivered references: visiting a residence already delivered by the same developer remains the best way to judge construction quality.

One last reflex: check customer reviews on independent platforms, looking above all at feedback on delivery times and after-sales service.

Sogeprom, the Société Générale property developer

Sogeprom is the property development subsidiary of the Société Générale group. Founded in 1972, it operates in residential housing, managed residences (students, seniors), commercial property and building redevelopment.

The group has 13 locations in France and launches between 25 and 30 new programmes each year. For 2022, it reported revenue of €797M including VAT and 1,771 homes reserved.

In Île-de-France, Sogeprom is selling 15 residences in October 2026, spread across five départements: Val-de-Marne, Essonne, Seine-Saint-Denis, Seine-et-Marne and Hauts-de-Seine. Entry prices start at €165,000 (Ora, in Dugny) and most programmes sit below the €220,000 mark for a first unit.

The offer is geared towards home ownership: 14 of the 15 Île-de-France programmes display PTZ eligibility, and two residences offer the reduced 5.5% VAT (Flora in Boissy-Saint-Léger, L’Orangerie in Colombes). Programme details are available on Sogeprom’s Île-de-France page.

Several programmes are located near the new Grand Paris Express lines: Horizon in Chevilly-Larue (line 14 about 7 minutes’ walk away, T7 tramway at the foot of the residence), Barbara and Mésange in Orly (line 14), Résidence 1906 in Champigny-sur-Marne (future line 15).

Revenue sources: the 2026 developer ranking published by Le Moniteur on 2025 activity, and key figures published by the Sogeprom group for 2022.

According to Le Moniteur, Nexity holds first place in its 2026 ranking despite property development revenue down 16% year on year. This decline illustrates the new-build housing crisis that has hit all developers since 2023, including the largest.

A developer’s size alone therefore does not guarantee the best project. In a given area, a mid-sized player can offer a lower entry price, a better location or a more advantageous scheme.

Nexity, Cogedim, Bouygues Immobilier: what you need to know

Nexity has been the leading French developer for several years. Its main strength is the breadth of its offer: it is present in most cities of Île-de-France, which makes it easier to compare several programmes from the same developer.

Cogedim is the residential brand of the Altarea group, second in Le Moniteur’s 2026 ranking. The group is known for its large mixed-use urban projects, combining housing, shops and offices.

Bouygues Immobilier, a subsidiary of the Bouygues group, ranks third in 2025. In Val-de-Marne, its recorded offer ranges from €213,901 for a studio in Ivry-sur-Seine to €979,000 for a 5-room apartment in Maisons-Alfort.

Sogeprom stands out for low entry prices in the inner suburbs and a clear focus on home ownership: several Val-de-Marne programmes start below €200,000, which remains rare less than 15 kilometres from Paris.

Which developer to choose for your profile

There is no best developer in absolute terms. It depends on the budget, the target area and the type of purchase.

For a first purchase, the combination of entry price and PTZ often makes the difference. Our guide to the PTZ 2026 for new-build homes in Île-de-France details the ceilings and the amounts that can be financed.

Points to check before signing with a developer

The reservation contract sets the price, the estimated delivery date and the conditions precedent. It is important to check that obtaining the loan is included among these conditions.

The security deposit is regulated: it cannot exceed 5% of the price if the sale is signed within the year, and 2% if it is signed within two years.

The final deed of sale must mention the completion guarantee. It is what ensures the construction site is completed if the developer defaults.

Notary fees for new-build homes amount to about 2 to 3% of the price, compared with 7 to 8% for existing homes. On a €250,000 home, the difference exceeds €10,000.
