Which new-build developments should you buy in Val-de-Marne in 2026?
New-build developments in Val-de-Marne in 2026: prices from €179,000, completion dates, PTZ, 5.5% VAT and metro lines 14 and 15.

In short:
- In Val-de-Marne, starting prices recorded in October 2026 range from €179,000 (Horizon, Chevilly-Larue) to over €400,000 for a 5-room apartment, with completion dates between Q3 2026 and Q4 2028.
- Orly is home to three Sogeprom developments (Barbara, Mésange, Équilibre), a few minutes from metro line 14, which has linked Orly airport to central Paris since June 2024.
- Flora, in Boissy-Saint-Léger, is the only Sogeprom development in the department with TVA 5.5% (reduced 5.5% VAT). Bouygues Immobilier offers two, in Ivry-sur-Seine and Champigny-sur-Marne.
- Line 15 South of the Grand Paris Express (the new automated metro network around Paris), which will serve Champigny-sur-Marne, is scheduled for autumn 2027 by the Société des grands projets.
Buying a new-build home in Val-de-Marne makes it possible to stay less than 15 kilometres from Paris at prices well below those of the capital. The department also benefits from the arrival of the Grand Paris Express, which is redrawing the map of sought-after neighbourhoods.
According to data published by La Place du Neuf, new-build prices in the 94 range from around €3,000/m² in Choisy-le-Roi to over €9,000/m² in Vincennes. The gap between towns is therefore considerable, and the choice of town matters as much as the choice of development.
This guide compares the new-build developments on sale in Val-de-Marne in October 2026, with their prices, completion dates, transport links and the available support schemes.
Why buy a new-build home in Val-de-Marne in 2026
Val-de-Marne has more than 1.3 million inhabitants and major employment hubs: the Orly airport complex, the Rungis international market, and the hospitals and universities of Créteil and Villejuif.
Line 14, extended to Orly airport on 24 June 2024, has brought the south of the department closer to central Paris. From Orly, Maison-Blanche station, in the 13th arrondissement, is about 12 minutes away.
Line 15 South will then link Pont de Sèvres to Noisy-Champs, crossing the department, notably through Villejuif, Vitry-sur-Seine and Champigny-sur-Marne. The Société des grands projets has pushed its opening back to autumn 2027, after several successive delays.
The towns around Orly, Chevilly-Larue, Champigny-sur-Marne and Boissy-Saint-Léger are classified in zone A. First-time buyers there benefit from the highest PTZ (zero-interest loan for first-time buyers) ceilings.

For a first-time buyer, the PTZ can finance up to 50% of the cost of a new-build apartment in zone A. Our guide to the PTZ 2026 for new builds in Île-de-France details the ceilings and offers a simulation for a purchase in Orly.
What to check before reserving in Val-de-Marne
The actual distance to transport should be checked on foot, on a map. A station described as “nearby” can be 5 or 15 minutes away.
Completion dates are provisional. The reservation contract must state the legitimate causes of delay, such as bad weather, and how they are calculated.
The Grand Paris Express timetable has already been pushed back several times. A purchase driven by a future station should still make sense even with a one-year delay in opening.
5.5% VAT comes with income ceilings and an obligation to occupy the home as a main residence. An early resale or letting can trigger a VAT clawback.
